Illinois Plumbing Estimating

Illinois is dominated by the Chicago metro, one of the largest and most complex construction markets in the country. Chicago has a strong union environment, high prevailing wage rates, and a dense commercial construction market spanning healthcare, transportation infrastructure, high-rise residential, and industrial facilities.

Construction market

Chicago and the surrounding collar counties account for the vast majority of Illinois construction volume. The city is active across healthcare, mixed-use high-rise, transportation infrastructure (O'Hare expansion, transit), and industrial. Downstate Illinois supports agricultural processing, manufacturing, and university facilities.

Plumbing code

Illinois adopts the International Plumbing Code. Chicago has its own plumbing code (the Chicago Plumbing Code) which differs significantly from the IPC — Chicago requires licensed Chicago plumbers and has specific material and installation requirements. Contractors working in Chicago must be familiar with city-specific requirements. The Illinois Environmental Protection Agency (IEPA) regulates certain wastewater systems.

Labour and wage considerations

Illinois has a prevailing wage law that applies to public construction projects. Chicago is a heavily unionised market — the Plumbers Local 130 is one of the largest in the country. Labour rates in Chicago are among the highest in the Midwest. Downstate rates are lower but still subject to prevailing wage on public work.
